Fee equal to the filing fee in effect for commencing a new case on the date of opening (less the administrative fee), unless it is to file (1) a complaint to determine the dischargeability of a debt or (2) an action when a creditor is violating the discharge.
 
A motion to reopen by the debtor to file a personal financial management certificate and obtain a discharge, or to reopen a case to add a creditor, or to avoid a lien does incur the filing fee.
